School Choice for South Carolina: Why Parents and Students Deserve a Full Range of Educational Options

True school choice is the best way to harness the powerful forces of accountability, parental involvement, and fiscal discipline. The full range of choice will provide all South Carolinian families with access to an array of appropriate and equitable classrooms. While the experience of magnet and charters schools demonstrates that organizational and instructional autonomy correlates with higher performance for all students, such schools remain handicapped by the standard public school administration system. Mechanisms of transfer within traditional public schools and districts, though mandated by law, are prohibitively complicated, and only a few public schools are meeting federally defined adequate progress. Only a system of open choice will give all parents the power and mobility to pursue the best educational opportunities for their children.
